Military Stupidity in World War Z Film

I'm watching World War Z again. The common thread among most zombie movies is poor military action. Jerusalem builds a wall that successfully keeps the zombies out, but fails to notice that a mountain of zombies is building up against the wall in time. In their immense paranoia, they still fail to consider that allowing concerts next to the wall would be a bad idea.
